The First Police ordinance authorizing the office of a marshal in the Borough of Bradley Beach was passed on April 19, 1893. The first marshal, Charles A. Bennett was appointed that same month and assigned to work six months of day shifts and six months of night shifts.
The first sworn Chief of Police was Charles J. Poland who served from 1935 to 1950. The second Chief of Police was Robert E. Farry from 1950 to 1951, at which time he was elected as a borough commissioner. The third Chief of Police was Harvey T. Gaunt who was appointed chief in 1951 and served in that capacity until his retirement on December 31, 1971. The fourth Chief of Police was Eugene T. Myles who was appointed in 1972 and served until 1988. Alfred E. Trimble was the next chief serving from 1988 to 1992.Robert DeNardo was appointed in July 1992 and served until 2006. The current Chief of Police is Leonard A. Guida, who was appointed on January 4, 2007.
The operation of the police department has changed dramatically through the years, from foot patrols and “on the beat cop” to the use of bicycle patrols and marked police vehicles. The Bradley Beach Police Department currently has five marked police vehicles outfitted with the latest equipment such as mobile computer terminals, video camera recorders, speed radar units and a life saving CPR/defibrillator packs.
As the Borough has grown, so has the police department. The department currently has eighteen full time officers. The structure of the department has grown as well, with officers assigned to the detective bureau, bicycle patrol, traffic safety, community services and the D.A.R.E. Program. Within the department there are four full-time police dispatchers and a secretary. School crossing guards, police matrons and special officers complement the department and provide additional security to our children during school hours and our beachfront population during the summer.
The Bradley Beach Police Department has come a long way since 1893 and under the leadership of Chief Leonard A. Guida will continue to meet the needs of the residents and protect and serve the community.

CURBSIDE COLLECTION & REMOVAL OF REFUSE, TRASH & GARBAGE:
The following schedule is in effect for all dwelling units, including condominiums and apartments, within the Borough of Bradley Beach. Collections are performed on designated days between the hours of 7:00 AM and 5:00 PM, and between 6:00 AM and 5:00 PM on Main Street. No pickup on New Year’s Day, Thanksgiving Day or Christmas Day. For all such holidays, collection will occur on the next regularly scheduled day for that route.
MAIN ST. – Mondays and Fridays
LAKE TER. LaREINE AVE. – Mondays and Thursdays
BRINLEY TO FOURTH AVES. – Tuesdays and Fridays
THIRD AVE TO BRADLEY BLVD. – Wednesdays and Saturdays
Note: If your property is located on the west side of Main Street, your collection schedule will be on Mondays and Fridays.
STREET SWEEPING:
The following schedule is in effect from April 15th to November 1st. During months with five weeks, only Main Street and Ocean Avenue will be swept. During inclement weather, routes will be done on the next scheduled day.

THE NORTH SIDE OF ALL STREETS – Every 1st and 3rd Wednesday of the Month

NEW RULES
LEAVES, BRUSH & YARD WASTE
Definitions:
Yard Waste – Hedge/yard trimmings and vegetation from flowers and gardens. NO GRASS CLIPPINGS.
Authorized Leaf Bag – Biodegradable leaf bag
Authorized Yard Waste Container – Trash or garbage container with approved label and drain holes to allow the water to drain. The container shall not exceed 50 lbs with contents
Pick up:
All brush and yard waste shall be placed at curbside by 7:00 am of the day designated for collection. No brush or yard waste shall be placed at the curb side more than 72 hours prior to any scheduled collection. The Public Works Department starts picking up on the designated Monday and can take a couple days to complete the town. If the Monday falls on a holiday pick-up will be the next working day.
Brush and shrubs not more than 8 inches in diameter and 10 feet in length may be placed between the curb and sidewalk for collection. Brush will be collected from March through November. Brush will be collected on the second and fourth Mondays in the months of March through November. There will be NO brush collection from December 1 through February 28.
Yard Waste will be collected on the brush collection dates. Yard waste materials to be collected by the Borough of Bradley Beach shall be drained of all liquid and then placed at curbside in an authorized yard waste container ONLY. No yard waste loose at the curb will be collected and a summons will be issued for failure to comply.
Leaves may be placed, loose or bagged, at curbside from April 1 through May 31and from September 15 through December 1. Leaves shall not be closer than 10 feet to any storm drain inlet. Leaves may be placed for collection only in authorized biodegradable leaf bags.
All leaves, brush and yard waste placed at any curb must have originated at the property adjacent to the curb at which same are placed for collection.
GRASS CLIPPINGS WILL NOT be collected by the Borough and SHALL NOT be placed at the curb at any time.
In an event of a major storm Public Works will collect brush as needed. For special pick up contact Public Works.

BULK PICKUP:
Bulk items are picked up at curbside on regular trash days. Bulk pickup stickers may be purchased at Borough Hall. NOTE: ABSOLUTELY NO BUILDING MATERIALS WILL BE ACCEPTED. ALL REFRIGERATION ITEMS MUST BE FREE OF FREON.

COMPUTER, ELECTRONIC AND HAZARDOUS WASTE MATERIALS:
Must be dropped off at Monmouth County’s Permanent Household Waste Facility, located on Shafto Road, in Tinton Falls Gate A Monday – Friday 7:30am-3pm and Saturday 7:30am-2pm. The following items are accepted: Computer cases, COU’s, Keyboards, Mice, Monitors, Scanners, printers, Cables, Laptops, Peripherals, TV’s (42″ and smaller), Radios, Telephones, Camerasm VCR’s, DVD payers, Stereo Componenets, Motor Oil, Antifreeze, Gasoline, Pesticides, Fertilizers, Herbicides, Paints, Solvents, Thinners, Varnishes, Pool Chemicals, Propane Barbecue Tanks, Cleaners. (Materials must be in marked containers with original labels.) Maximum Amount: 200 lbs. of dry material / 20 gallons of liquid (no container larger than 5 gallons) per visit. BATTERIES: Regular Trash as the Monmouth County Hazardous Waste Facility no longer accepts batteries.
Items Not Accepted: TV’s (larger than 42″) and Wood Console TVs. This is limited to Residents, small business and institutions. For more information, please call 732 431-7460.

Badges are required on weekends starting Memorial Day Weekend and Daily beginning on June 22, 2013 through Labor Day. Lifeguards are on duty 9 AM until 5 PM.
RULES AND REGULATIONS
Food and beverages are permitted on the beach. No alcohol, open fires permitted.
Smoking Restrictions at beach and beachfront areas: No person shall smoke a cigarette, cigar or other tobacco product in the beachfront area at any time. Beachfront Area shall mean all public areas including but not limited to boardwalk areas, access ramps, grass areas, sidewalk areas, paver areas, areas leased to third parties and other areas subject to the control or jurisdiction of the Borough of Bradley Beach east of the easterly curb line along Ocean Avenue in Bradley Beach. No person shall smoke a cigarette, cigar or other tobacco product on any beach area proper from 9am through 7pm on any day through and including the dates of May 1 and Septebmer 30 of any year.
The beach is accessible to those who use wheelchairs at both Newark and Second Avenue. Beach chairs are available for people with disabilities.
Fishing allowed on beach jetties at Lake Terrace, Park Place, Brinley and Second Avenues at the discretion of lifeguards.
Surfing is allowed at the Third Avenue Beach.
Public Restrooms Newark, LaReine, Third and Evergreen Avenues. Showers are located on the beach.
Changing Rooms are located and Cliff and Third Avenues.
Bicycles are allowed from Midnight until 10 AM during the beach season.
DOGS AND DOMESTIC ANIMALS
Seeing Eye dogs, guide dogs or other guide animals are permitted.
Other animals are not permitted on the boardwalk, promenade, walkways or any public land located east of the curb on Ocean Avenue May 1st through September 15th.
However, September 16th through April 30th, dogs and other domestic leashed animals are permitted to cross over the boardwalk, promenade and walkways soley for the purpose of gaining access to the public beach area. Any such animal must be taken directly onto the public beach area. Dogs and other domestic animals may be unleashed at the beach but must be accompanied by the owner or the owner’s representative.
DUNE GRASS
Picturesque though they are, coastal sand dunes and Dune Grass serve a more important purpose than beauty. Dunes act as flexible barriers to ocean storm surges and waves, protect low-lying areas, catch wind blown sand aiding in the prevention of beach erosion, and may provide a habitat for animals and birds. DUNE GRASS is very weak. If you step on it, the whole plant will die. With this in mind, while you are enjoying our beaches, please do not touch the Dune Grass. Thank you.
Parking Meters on the east side of Ocean Avenue are in effect starting May 19 through September 9th. Cost $1.00 (coins only) per hour for your convenience. Hours 8am-7pm.
Parking is free on the west side of Ocean Avenue.
The beachfront has food concessions, beach chair and umbrella rentals at the Brinley Avenue beach location, Toddler parks for children 1-4 on the beach at Cliff, LaReine and Second Avenues.

Spring Newsletter

IMPORTANT MESSAGE FROM THE BRADLEY BEACH OFFICE OF EMERGENCY MANAGEMENT
OEM Officials are tracking a severe weather event that will likely impact the Borough between Saturday evening August 27th through Monday afternoon August 29th. Tropical storm to hurricane conditions is expected during this time.
The following storm related precautions should be taken:
- Remove or firmly secure all movable property
- Know the location of all utilities such as natural or propane gas and have tools ready in the event they need to be shut off
- Prepare an Emergency Supply Kit which should include items such as water, non-perishable food, battery powered radio, flashlight and extra batteries, any medication immediately needed and sanitary items for your family. You may want to prepare a portable kit and keep it in your car in case you are told to evacuate
- Make a Family Emergency Plan. It is important to know how you will contact family members in case of emergency or evacuations and how you will get back together
- Be Informed. The Bradley Beach Office of Emergency Management will continue to update you on the progress of this severe weather event by means of the Reverse 911 system or visit the www.ready.gov website to obtain further information on emergency Supply Kits and Making Family Emergency Plans

Tax Assessment
The primary responsibility of the Tax Assessor’s Office is to equally distribute the property tax burden among its property owners. Equally distributing the tax burden involves maintaining a list of property owners and raising and lowering assessments. The assessments are amended due to demolitions, property improvements and appeals. The Director of the Division of Taxation also requires the Assessor’s Office to assist with a sales ratio study. The ratio study is used by the State of New Jersey to determine the amount of State Aid distributed to School Districts. The ratio is also used to determine the amount of county taxes each municipality pays.
Long ago the Constitution of New Jersey established a property tax to pay for municipal services, local schools, and county services. The tax was based on a system known as “Ad Val Orem”. An Ad Val Orem tax is based on value. This means the higher valued properties pay more than lower valued properties.
The assessment of a property is directly related to its market value. The general tax rate times the assessment is a property owner’s yearly tax burden. The general tax rate is made up of several different components. Those components are the school rate, the municipal rate, fire district rate and county rate. Each individual rate is created by dividing the total assessments in a municipality by the individual budget.
